Utility bill help

We may be able to help you pay your PGE, Propane and/or Water bill

Utility Bill Assistance


Whether you are a tenant or homeowner, our Utility Assistance services include payment of some or all of your current PG&E or propane bill. Depending on your circumstance; whether you need help paying your bill or keeping your utilities from being shut off, we may be able to help. We work with most propane providers across the tri-county area and make payments directly to the propane vendor on your behalf. Although we make an immediate pledge to the utility provider, please note that payments may take 6-12 weeks.


How to Apply

Begin by downloading our Energy Assistance and Weatherization application and instructions for the county in which you reside. If you do not have access to a printer you can either pick up an application or one can be mailed to you.

Please note that applicants MUST provide the following; as well as other supporting documents identified in the application forms.

  • Social security card

  • Certified birth certificate


Once completed, you can:

  • make an appointment to bring it in to one of our offices

  • place it in the drop box at one of our offices

  • fax it

  • mail it 

  • or, if you need help completing the forms, please call one of our offices to speak with an Intake Specialist.

Important Disclosure

Due to the post-pandemic federal- and state-funding level decreases and the overwhelming demand for utility assistance, ATCAA energy department has limited funds available for client assistance.


Due to reduced funding ATCAA is required by the State to manage funds by implementing priority points.

Priority will be given to:

  • Families with the lowest incomes and highest energy burden

  • People aged 60 and over

  • Those permanently disabled

  • Families with children under five years of age

If you are selected for energy assistance, the process can take up to 16 weeks. Please continue to pay your bills. You will be notified by mail of your application status.

Utility rate discounts through PG&E's CARE/FERA and other Programs for clients below certain income levels, with disabilities and more.

  • Two client household up to $3,769.82

  • Three client household  up to $4,656.82

  • Four client household up to $5,543.91

  • Five client household up to $6,430.91

  • Six client household up to $7,317.91

  • Seven client household up to $7,484.24

No need to apply in-person. We encourage all clients to submit their applications via USPS mail or fax. If you do stop by outside of business hours, you can also drop-off in our outside dropbox.
